What is urban renewal?
Urban renewal is an overall definition for several processes of renewal of urban spaces, while giving accent is made on the need to rehabilitate and develop old residential areas in the urban built-up area. In recent years, residents all over the country have shown an increasing interest in this field, which stems from the existential need to establish modern residential areas within the urban domain in each of the large, central cities, as well as across the periphery.

Urban renewal processes in Israel are carried out through a wide variety of means, as part of which accent is made on renewal processes, while paying particular attention to the physical condition of the buildings designated for renewal and while putting an emphasis on the social condition of the residents in such areas. All the renewal processes implemented in Israel today are anchored in legislation, and the goal of decision makers – at both the national and local level – is to increase the supply of housing units and renew the existing stock in the centers and outskirts of various cities, while improving the buildings’ safety, improving their infrastructure and providing a solution to the needs of the residents and even to the needs related to security threats and earthquakes.
In recent decades, due to the constant increase in demand for residential units and in light of the growing shortage of available areas for construction in various cities in Israel, there has been a growing interest in the field of urban renewal which focuses on rebuilding entire residential neighborhoods in the cities’ centers and outskirts.
Available Tracks
The common denominator of all urban renewal processes is the need to create a modern and innovative living environment in the centers and outskirts of various cities. Currently, there are several main types of projects in the field of urban renewal: evacuation and reconstruction, National Outline Plan 38/1 (TAMA 38/1) and National Outline Plan 38/2 (TAMA 38/2) projects.
Evacuation and Construction
A process that takes place in an urban area where it was decided to demolish the existing residential buildings and build new ones instead. The Ministry of Construction may declare an area as a “complex designated for evacuation and reconstruction” via a declaration order, which is valid for up to six years. As of today, these projects make up about 10% of the total construction projects launched in Israel.
TAMA 38/1
In 1975, the Israeli Earthquake Resistance Standard No. 413 entered into force (and became mandatory as of January 1980). Most of the buildings in Israel that were constructed before 1980, do not meet the standard’s requirements and there is a concern that many buildings may collapse in case of a powerful earthquake. If an engineer determines that a building that received a permit before January 1, 1980, does not meet the requirements of Standard No. 413 – such building may be designated for the TAMA 38 project. In general, TAMA 38/1 projects include building reinforcement, addition of a shelter and elevator, and addition of 2.5 floors on the roof. During construction, the tenants stay in the building.
TAMA 38/2
Amendment to the provisions of the National Outline Plan that allows to demolish the building, which requires reinforcement, and rebuild it according to the building rights under the applicable plans, with the addition of building rights that can be obtained by virtue of TAMA 38. As a result, the old building is demolished and a new building is constructed in its place, while the old building’s apartments are enlarged and new apartments are added.
The Government Authority for Urban Renewal
The growing need for urban renewal processes in all cities in Israel at the beginning of the 21st century led to the establishment of the Government Authority for Urban Renewal in 2016. Its goal is to increase the scope of realization of urban renewal projects across Israel. Among other things, this government body is responsible for accelerating projects, such as “evacuation and reconstruction” and TAMA 38, while identifying built-up urban areas to which urban renewal plans can be applied. In addition, the Urban Renewal Authority is responsible for developing the criteria and guiding principles for efficient urban renewal project planning, and gives advice to ministers and the Israel Land Council with regard to all aspects of urban renewal.
The field of urban renewal is anchored in a set of laws aimed to streamline urban renewal processes and remove bureaucratic obstacles, and are particularly designed to protect the tenants (who are entitled to their rights) in each of the residential buildings designated for urban renewal.
